Wynn Sets Aside Land for Second UAE Casino Resort

Wynn Resorts plans to open at least two casino resorts in the UAE as the region liberalizes its gambling laws.

Wynn obtained the first license to develop a casino in the Gulf last year and plans to open the Al Marjan Island resort in 2027.

AGBI revealed that the company has also earmarked a location for a second venue in Ras Al Khaimah.

A shareholders’ agreement mentions a “Second Integrated Resort Plot,” a “Janu Plot,” a “Luxury Hotel and Apartments Plot” and a wider “Land Bank”.

Wynn’s Chief Communications Officer, Michael Weaver, said no decisions have been made yet on the second location. Weaver commented that the company is first focused on opening its Al Marjan Island location, but the revelation shows Wynn expects to expand thereafter.

The $3.9 billion resort development will feature a 225,000 square feet gaming area, considerably larger than its Vegas venue.

Wynn expects the UAE gaming market to be worth between $3 billion and $5 billion, according to an investor’s update from October last year.

UAE Shifting Position On Gambling

The UAE and its surrounding neighbors have taken a strict stance on prohibiting gambling, but in 2023, the UAE government changed its position.

It established the General Commercial Gaming Regulatory Authority (GCGRA), which offers companies the chance to apply for gambling licenses.

Upon creation, the regulator released a statement saying, “The GCGRA will create a socially responsible and well-regulated gaming environment, ensuring that all participants adhere to strict guidelines and comply with the highest standards.”

“It will coordinate regulatory activities, manage licensing nationally, and facilitate unlocking the economic potential of commercial gaming responsibly.

The GCGRA first awarded a lottery license to The Game LLC, an Abu Dhabi-based company, before Wynn was given its casino license.

Online gaming and sports betting platforms are also expected to enter the market.

Esports Expanding In The Middle East

The UAE is also establishing itself as a hub for esports. The Dubai Police Esports Tournament, held last month, promoted various games while educating participants.

Saudi Arabia has positioned itself as one of the primary locations for large-scale esports competitions, including the esports Olympics. It plans to create the world’s first esports district in the country.

However, the strict laws in the kingdom mean it will likely be a long time before betting is allowed on the events.

With a more relaxed government, the UAE is looking to become the gaming and gambling hub of the region. The relaxation of gambling laws is expected to boost tourism in the country further.

Last year, Dubai had a record 18.72 million international visitors, marking a 9% year-over-year increase from 17.15 million in 2023.
