The only way to get it is to grind down Level 85+ enemies on World Tier 4 or Tier 31+ Nightmare Dungeons. Conisder that the item has an extremely low drop chance and will take a considerable grind commitment.

Ring Of Starless Skies

The Ring of Starless Skies is topped with a blue emerald and grants you unique abilities. This Unique will increase your fire resistance level to 25, cold resistance to 25, Lucky Hit Chance to +3.2-6.0 percent, +12.5-19.5 skill percent Core Skill Damage, and +14-19 Crit Damage.

The abilities that will be added to your armory with this ring include the reduction of the next Core Skill cast by 8-12 percent. It can go up to 40 percent if you use the Core Skills more consistently.

It can drop randomly from enemies or from a chest in World Tier 4 and Level 85+ enemies. You can grind endgame content such as Nightmare dungeons and Helltide events to increase your chances.

Melted Heart Of Selig

The Melted Heart of Selig is an amulet Necromancer discovered in the Blind Burrows. It is the rarest Unique in nature, and the player who finds it gets 18.5 percent resistance to all the elements.

If you find this rare piece of gear, your damage percentage will increase to +16.5-23.5, core skill damage makes gains up to +12.5-19.5 percent, and Resource Generation increases to +5.0-12 percent. The gear, additionally, offers Max Primary Resource by +30. Notably, it reduces 8-3 percent of that resource every time you lose 1 percent of life.

It can randomly drop from any loot source on Torment difficulty, but only to characters Level 85. Nightmare Dungeons are the most efficient way to get it.

Harlequin Crest

It increases your Attack Speed to 4.4-10.0 percent, Life Steal to +1.3-2.0 percent, making you poison resistant to +24.5-45.4 percent, and increases all your stats by +10-18.
