Marvel Rivals is playable on PlayStation 5, Xbox Series X/S, and PC, and there is crossplay between each of the consoles/platforms. To play with your friends on other platforms, you’ll just need their in-game nickname, and to add them to your game.
However, crossplay isn’t available between consoles and PC in competitive play. That means in ranked, Xbox and PlayStation players will be locked out of competing against PC players. This might seem unfair, but many actually see it as a boon, as console players often feel that PC players have the upperhand with mouse and keyboard controls.
In short, Marvel Rivals is crossplay, but only for casual play; this strikes a nice balance between those who want a private and laid-back match with friends versus those that want to keep the sanctity of competitive fixtures by sticking to the same platform.

Unfortunately, the answer is no, there is no cross progression in Marvel Rivals.
The game doesn’t have cross progression, and accounts are tied to the platform. So it’s best to stick with the platform you want to play ranked on for your ‘main’ account.
