Skarner got recently reworked and after an initial weak release, the buffs have pushed him to the top of the jungle pool. While he doesn’t necessarily counter Evelynn in a vacuum, his value and ability to lock her down can be extremely powerful in most skirmishes and teamfights. Play him a few times and you’ll understand why he’s one of the best picks in the meta.
If you don’t want to be abusing meta picks, then I recommend playing Briar against Evelynn. Her dueling potential is remarkable early on and she can also reduce most of the incoming damage thanks to her kit. Use your skirmishing power to punish Evelynn early on and prevent her from impacting the lane once she unlocks the ultimate.

Unlike Briar, Bel’Veth requires more levels and items to become online. Once she reaches her spikes, however, Evelynn won’t be able to match her anymore. Her DPS is much higher and the chances of Evelynn killing Bel’Veth with one combo rotation are quite low given Bel’Veth’s E. For Evelynn, the only way to win this matchup is by camping lanes and picking up a few kills to take over the game.

Wukong is usually weak against AP champions but Evelynn is probably the worst matchup possible. The monkey king has a bad jungle clear early on and he can’t really match Evelynn’s gank potential unless his ultimate is ready. On top of that, his passive is basically useless against her since Wukong only stacks armor.
While Taliyah has a fairly good clear, unlike other champions in this list, she has issues with Evelynn’s stealth in game. This is because the enemy can finish her off before she can fight back with her own kit: as long as Evelynn hits her charm, Taliyah won’t be able to survive. It’s just a bad matchup overall so be aware of it.
When going up against Evelynn, it’s recommended to stack a mix of MR and HP. Below is a list of items to build you should consider, based on the class of champion you’re playing:
The three best counters are Skarner, Briar, and Bel’Veth. Other strong counters are Ivern, Rammus, and Zac.
Vi struggles quite a lot against Evelynn given her slower jungle clear. It also becomes tough for Vi to effectively track the enemy when she unlocks her ultimate. That said, Vi can shut down Evelynn during a fight if she manages to lock her down with her R: it will come down to whether the team can follow up with the damage to kill her.
