
LoL Patch 13.17 – Blue Essence Emporium returns!
Now that Patch 13.16 is on the live servers, let’s take a look at the changes coming for LoL Patch 13.17, which is going to be released on August 30, according to the official patch schedule.

LoL Patch 13.17 Notes Overview
Patch 13.16 was a small patch compared to previous updates: it mainly looked at nerfing some of the strongest outliers in solo queue, and considering pros won’t be playing on this patch, there aren’t many changes from that perspective as well, although we will have a new version of the surrender vote, which should reduce the negative effects of it in-game.
Luckily, Patch 13.17 should be a bit bigger in size, given that Worlds 2023 is around the corner and Riot is definitely looking into shaking things up ahead of the biggest tournament of the year.
But aside from that, there is great news for the casual player base as well. Aside from the return of the incredible Cosmic skins, the community should be hyped about the return of the Blue Essence Emporium, which was already confirmed last month. This will be the second (and probably the last time) it will be available this year. That said, Riot Games mentioned they will bring a new version of the shop, as well as the ability to mass-disenchant champion shards, saving a lot of time for all those players who have grinded out hundreds of those.

In terms of balance changes, Riot Phroxzon has pushed out the list of tentative changes coming for this patch. The goal is to nerf some of the best-performing champions, especially the junglers. On top of that, they are looking to shift some champions’ damage builds toward more durable itemizations.
The game developer also made some considerations regarding the jungle catchup experience. “In Preseason, we adjusted catchup XP to trigger when down 2 levels rounding up to be more forgiving [eg. 1.4 round to 2], but had some negative consequences around encouraging too much ganking and optimizing the mechanic actively more than we’d like,” he said.
With that in mind, they want to have roles where both junglers and lanes don’t snowball as harshly off a few mistakes. According to him, this makes LoL more fun for all players.

How will the upcoming patch impact the meta?
Based on the tentative changes I think this is going in a good direction for solo queue. A good patch with lots going on and most nerfs and buffs are reasonable. Champions like Kindred, Kayn, Kha’Zix, and Naafiri have been terrorizing ranked games, with impressive win rates and high pick rates, so it’s normal to see them getting turned down.
I’m surprised we’re only seeing support nerfs to Xerath: the champion has become a power pick in both normal and professional play, and many players claim he’s quite obnoxious to play against. I think he still deserves a bit of nerf to his scaling since First Strike is extremely powerful on him.
As a jungle player, I’m quite happy with the jungle changes as well and I hope the jungle catchup experience is not as powerful as it used to be. The only issue I have with this is that the current jungle meta will always have players being under-leveled compared to the laners, meaning that you’re hardly ever going to snowball hard from the early game (unless in extreme scenarios). So while you can reduce the impact of mistakes, I feel like Riot should compensate for that with more experience so that players are also incentivized to spam gank.
