Rarest Skins in LoL
UFO Corki
UFO Corki was a free skin given to players who registered before January 2010. Only the biggest veterans League players have access to this skin.

King Rammus
When it comes to LoL skins rarity, I personally believe King Rammus beats everyone. The skin was only given if you played in the Closed Beta of League, which means that only a bunch have it.

Silver Kayle
Released in 2009, Silver Kayle was only obtainable if you pre-ordered the game. Considering the small player base at the start, not many will have access to this skin, which looks super cool if I’m honest.

Black Alistar
Also released in 2009, it was another skin that was given to players who pre-ordered League of Legends. It’s quite an uncommon skin and I don’t think I have seen it on Summoner’s Rift in the last few years.

PAX Twisted Fate
This skin was only given out to the first 20,000 visitors of the gaming event PAX (Penny Arcade Expo). While it was a free skin, the limited number makes it extremely rare.

PAX Jax
This is probably the best PAX skins of the three. Released in 2010, the colors and animations were great for the champion. And now that he got a VGU update, the skin looks even cooler. And only a few people will have it.
This skin was also released at the PAX (Penny Arcade Expo) and was given to all visitors who attended the event in 2010. PAX Jax is one of the better PAX skins that was given to players who attended.

PAX Sivir
Out of the three skins, PAX Sivir is probably the worst skin players got. In the end, though, it was still a free skin for just a bunch of people who went to PAX back in 2011.

Victorious Janna
Victorious skins were given to players who used to reach Gold rank or above in a given season. While the tradition has now changed, the Victorious skins were quite rare at the start, especially when the player base was smaller.
If you see a player with this skin, it means the player is a veteran with well over 10 years in the game.

Victorious Jarvan
If Janna is considered rare, then the first ever Victorious skin reaches a whole new level of rarity. Released in 2011, this skin likely shows how much time the player has been playing League.

Riot Squad Singed
While many of the Riot Squad skins can be bought or obtained through the Hextech chests, Riot Squad Singed was only given to those who went to Gamescom back in 2010. Similar to PAX, you could have this only if you attended the event.
