Hextech Crafting is the main way to get League of Legends skins for free. While you can purchase these crates, there are ways to get them without spending a penny.
Simply playing any League of Legends mode (obtainable for free only with S grade game or higher), will earn you chests and key fragments. Combining 3 Key Fragments will transform into Hextech Key, which is used to open the Chests.

To open a crate, you must have a Hextech Key. Otherwise, the crate is useless.
Once you have a Crate and a Key, you can open up a Hextech Chest. To avoid any confusion, you can earn a random skin, champion, or ward skin in one of these crates, so don’t be alarmed if you don’t receive a skin every time.

After obtaining a skin shard, it’s not playable yet. You need to spend Essence (obtainable only through Hextech crafting), in order to upgrade it to a permanent skin and use it in-game. Either that, or you can disenchant the Skin Shard and get some Essence in return, that will be usable on other Skin Shards that you got, or that you’ll get in future crafting.

There’s one more method to get a skin without the need of Essence.
Let’s say you got couple of Skin (or ward) shards, but you don’t like those particular skins, or maybe you don’t play those champs too often. You can collect and use 3 unwanted skin shards with the re-roll method, to get one permanent skin.

Events is another way you can earn League of Legends skins for free. For this one, however, you do have to play consistently and level up the pass track to acquire these skins. With every event in League of Legends, it will have a battle pass.
This is a purchasable option (to get much more stuff), but a free portion of the pass is how you will earn your free loot. Across each section of the pass, there will be free tokens that you can claim, with each time being 60 tokens.
You can use these tokens to purchase a Hextech Key, which costs 60 tokens. You can also use Key Fragments, which only cost 20. There’s an option to get a legacy skin with each pass, but you’ll need to buy the pass, since it costs 2k tokens. If you’re short on Chests, you can save up 200 tokens, and get the Pass Orb, which is guaranteed to give you a free Skin Shard at least.
