PBE 9.1 Patch Rundown
Champion changes
Ashe – When enemies are spotted by Hawkshot (E) before being taken down, Ashe will gain an assist. Note, this only applies when the enemy had previously not been spotted.
Jinx – W cast time is reduced as Jinx gains greater attack speed. Very positive change considering Jinx rarely uses her W in fights in late game due to the slow cast time, which reduces her DPS compared to auto attacks.
Sejuani – HP increase per level from 88 to 105. Armor per level from 3 to 4.25. Base Magic Resistance from 27.1 to 32.1. Magic Resistance per level from 0.75 to 1.25. These changes will make Sejuani much tankier in the late game. Q base damage buffed at all levels from 60/90/120/150/180 to 80/120/160/200/240. E stun duration changed to a flat 1 second at all levels, with range also dramatically decreasing by 30%. To compensate, damage has been buffed significantly from 20/35/50/65/80 to 40/80/120/160/200. Overall, the Sejuani changes increases her natural tankiness and damage, but reduces her ability to CC lock targets.

Sivir – W bonus damage increased by 5% at all levels. Attack speed bonus for “On the Hunt” is changed to a flat 45% at all levels.
Xayah – E damage buffed from 55/65/75/85/95 to 60/75/90/105/120, in addition, AD scaling has been increased from 60% to 75. However, damage will no longer scale based on crit chance. This makes building Xayah without full crit much more viable.
Rune changes
Hail of Blades – After attacking an enemy champions 3 times, Hail of Blades now grants a flat 110% attack speed.
Turret changes
Turrets now gain an additional 40 armor and magic resistance when the turret plating falls off.
