If you want to be a top player, the game is entirely Pay To Win. Players who spend money are always miles ahead of Free To Play users. The latter don’t even have access to certain events in particular, so they cannot be on the same level. Paying becomes a necessary action if you want to be at the highest possible level of the game.
On the other hand, if you just want to enjoy the game, it’s not Pay To Win. All of Pokemon GO’s features are available to free users of the game, excluding certain events. Enjoyment is in the palm of the user’s hand, so paying does not become a requirement to get it.
