Despite the Rocket League cross-platform feature, being on consoles, Epic Games and Steam, all things do end up running through Epic’s servers. Be it on console or PC, or even if you play RL on Mac, you’ll obviously have to keep your game up to date. Steam was one of the most popular ways to launch the game when it first came out on PCs, but since Epic acquired Psyonix, Epic Games is now integrated. You can still update your game through Steam, but when launching it will boot through Epic Games. This means your Epic Launcher will also have to remain up to date, and the game through there will need to be on its newest patch. If any of these latter 2 aren’t up to date, even if it says its up to date on Steam, you’ll have server issues.
Sometimes full reinstalls are necessary to get the game up to its newest patch if Epic Launcher is refusing to give you the right patch, and this is often the way to do things on consoles as well. If all things are a-go, then you should be able to log in.
If you’re all up to date, then you should be able to get onto the servers. If the servers are down for scheduled maintenance, then they tend to have a banner on the homescreen or boot screen to let you know about outtages.
