LoL Patch 13.8 Notes
The spring splits are ending across the world, as the teams are fighting hard to get a spot at MSI. For this reason, Riot has been tweaking things by focusing mainly on the professional scene. Patch 13.7 saw some important nerfs to some of the best-performing champions, like Zeri, Lee Sin, and Wukong, just to name a few.
With MSI confirmed to be played on Patch 13.8, there are more changes coming to shake up the meta. Riot is quite happy and satisfied with the current meta, but they are planning to add more jungler diversity and buff some of the low-performing champions. On top of that, they will be nerfing some of the strongest solo queue champions like Jarvan IV, Rakan, and Malhpite.
Full 13.8 changes.
We landed on pretty known changes to nudge a few champions in and out of meta. We weren't looking to take large swings and get surprise 100% champs
Nerfs are targeted at SoloQ (barring Rakan & Malph). Pulled Zoe for larger work, no ETA on timeline though pic.twitter.com/TGb7ANm28J

We also know that Riot will be looking to release some special skins for the first international tournament of the year. The skin line is called Inkshadow and the skins will be available on the PBE in the next weeks. That said, it was recently confirmed that the Inkshadow skins will be released in Patch 13.9.

Luckily, we will also be getting four skins as a trade off: Dawnbringer Renekton, Dawnbringer Vayne, Nightbringer Jarvan IV, and Nightbringer Nasus.

How will the upcoming patch impact the meta?
Now that we got the numbers on our hands, it’s time to check out which champions are worth looking at. The most notable one is Kog’Maw, which will get a substantial buff across the board. He’s not going to become an S-tier champion, but he will start popping up more in solo queue: he must be monitored.
Similarly, Lillia is getting lots of extra healing and a much better early-game clearing with the increased jungle damage. With many other junglers getting nerfed, she might rise as a potential top pick in the patch.
Nidalee, instead, will be more of a pro play oriented buff. There might be teams willing to pick her up with those buffs and use her to dominate the early game.
Alistar and Leona’s buffs are also interesting, and it might lead to a snowball-heavy, diving meta, especially at the highest Elos. The R duration increase on Alistar is massive and paired with his previous buffs, this might be the last buff that finally gets people’s attention.
Regarding nerfs, Riot seemed to have done a great job at tuning down the strongest champions without making them useless. All of them will continue to be more relevant, even though their win rate will definitely take a small hit. Rakan might not be as high of a priority in pro play, but strong teams will pick him regardless.
