League Patch 13.4 Patch Notes | Lots of champion changes!

After releasing the tentative balance changes last week, these are the official League Patch 13.4 with many champion buffs and nerfs.

Patch 13.4 is the first update that should get Riot back onto the planned schedule, following the recent social engineering attack.

The balance team tried to push engage supports back into the meta with the latest patch, and now is considering bringing various champions changes. According to League developer Matt “Phroxon” Leung-Harrison, Riot wanted to get “lots of changes for champions” into this patch, focusing on balancing ranged vs melee supports in bot lane, balancing optimal jungle pathing, addressing early snowballing & flattening some healing.

Aside from the champion changes, there will be major system changes to the support items and experience gained from kills. Here’s everything you need to know about League Patch 13.4, which is releasing on Feb. 23, according to Riot’s patch schedule.

How will Patch 13.4 impact the meta?

The highlight of the patch is the item changes to the support roles. All champions will be able to generate less gold due to the higher amount of cooldown per charge. The most aggressive ranged supports that have dominated the meta are going to be the most hit in this case.

Aside from that, we’ll have to see whether the Elise and Maokai changes will shift up the jungle meta. We know that Jarvan, despite the nerf in this patch, should stay relevant. Paired with the XP changes, early-game junglers will take a big hit.

Alistar

  • Passive heal: 6% >>> 7%.
  • Q AP ratio: 70% >>> 80%.
  • W AP ratio: 90% >>> 100%.

Amumu

  • Health growth: 100 >>> 94.
  • Armor growth: 4.2 >>>  4.
  • W damage: 6-14 (+ 1-2% max HP) >>>  6-14 (+ 1-1.6% max HP).

Anivia

  • Health growth: 96 >>> 92.

  • New effect added to Q: Canceling this ability within 0.25 seconds of casting will lock the ability for 1 second.

Riven

  • Passive damage changed from 30-60% total AD (at levels 1-18) >>> 30-60% total AD (now linear 1-18, +1.75% per level).
  • Passive now deals damage to towers (50% effectiveness).
  • Passive stacks now show under HP bar (Riven only).

Samira

  • Passive haste per stack changed from 3.5% flat >>> 1/2/3/4% at levels 1, 6, 11, and 16 respectively. Max haste: 21% flat >>> 6, 12, 18, and 24%.
  • R lifesteal effectiveness: 66.6% >>> 50%.

Senna

  • Attack speed ratio: 0.3 >>> 0.4.
  • R base damage: 250-500 (plus 100% base AD + 70% AP) >>> 250-550 (plus 115% base AD + 70% AP), cooldown: 160-120 seconds >>> 140-100 seconds.

Thresh

  • Q damage: 100-280 (+80% AP) >>> 100-30 (+90%), cooldown: 19-11 seconds >>> 19-9 seconds.
