League of Legends PBE 9.5 Patch notes
Very small changes hitting the PBE, primarily balancing for Akali which had previously been nerfed out of the game. New skins have also been revealed, which include chromas for Brand, Kayle and Morgana. Kayle and Morgana’s reworked basic skins have also received some slight tweaks to be ready to hit the live servers soon.

Champion changes
Akali: Health increased from 550 to 570. Health per level and health regeneration has also been slightly increased. Riot has buffed Akali’s health stats in an attempt to counter the removal of Akali’s ability to sustain in lane with her former Q healing. Q bonus damage to minion at max rank increased from 33% to 50%. Twilight Shroud (W) duration can be extended by 3 seconds immediately when Akali exits and re-enters the shroud, Akali is also now only revealed when in tower attack range (formerly sight range). Initial E damage up (60/90/120/150/180 > 80/115/150/185/220), while recast damage down (60/90/120/150/180 > 50/80/110/140/170). Ultimate cooldown reduced a fair amount from 120/100/80 to 100/85/70. While these changes are not likely to bounce Akali back pre-nerf, these will certainly help those that still play her.
Kayle: HP regeneration has been slightly reduced, very ignorable values. These changes follow the announcement of Kayle receiving a complete champion rework and aims to reduce her early laning sustain.
Vi: Q damage buffed hard from 20/60/100/140/180 to 110/160/210/260/310. This will add much more burst to Vi’s combo, placing further emphasis that she hits her Q in fights. Fairly surprising Vi has received a damage buff considering she already possesses a strong win rate.
Item changes
Relic shield: This item and its upgrade line will now grant healing upon minion executes based on missing health.
