
Notes rundown of the League of Legends PBE 9.14 Patch
It is unlikely that Riot will continue to make further PBE changes for the 9.14 patch, with the exception of some reverts. Looking at the large number of champion changes last week for the 9.14 PBE cycle, it is highly unlikely that even 80% would make it through.

Champion changes
Akali – Following almost completely gutting Akali recently, Riot has decided to adjust her once again. Base magic resistance has been increased from 32 to 37, with AP scaling on her Q also getting buffed from 0.5 to 0.6. It overall strengthens Akali significantly in the early game.
Fizz – Flat passive damage reduction down from 5 to 4, very ignorable change. Simply it’s Riot’s plan to appease those Fizz haters out there.
Jayce – Shock Black (Q) damage slightly reduced at later levels from 55/110/165/220/275/330 to 55/105/155/205/255/305. Will keep Jayce’s burst down in the late game considering that he already has a significant amount of damage.
Pyke – Major nerf to Pyke’s ultimate. Death from Below (R) AD ratio down to 1.5 from 2. Pyke’s ultimate will also no longer be able to deal over 50% of an enemy champion’s health. This will make it much harder for Pyke to hyper carry games even when fed.
Swain – Q cooldown increased by 1 second at every level, now to 10/8.5/7.5/5.5/4s. Swain’s second part of his ultimate, Demonflare’s damage has been changed. Will now deal 100/150/200 plus 0.5 AP scaling and 75% of the damage Swain has healed for. This change makes it easier for Swain to pop / deal the second part of his damage for his ult.
Sylas – W will no longer grant Sylas a heal on large monster damage. While it may seem simple, this is a major change that has removed Sylas from the jungle. However, it will not impact his laning option as a top laner or mid laner.
